Commitee Public Policy

For many years, representatives of private companies using ICT, ICT solution providers, consulting firms, research centers, SMEs and large companies, all members of Numana, have been convened by the Numana Public Policy Committee in order to comment on legislative aspects affecting their industry in Quebec.

1. Committee operating structure

The Numana Public Policy Committee is made up of members of the Numana Board of Directors.

This committee surveys Numana’s members, according to the needs of the moment; E.g.: submission of a draft bill, issues stemming from the evolution of technologies that have increasing economic and social impacts (e.g.: R&D tax credit, metaverse, artificial intelligence, cybersecurity, ICT footprint), in order to simply obtain their opinion in the context of a survey or to invite them to virtual and/or physical meetings.

Current members of the Public Policy Committee are representatives of these companies:

• Amazon
• Hospitalis
• Microsoft

2. In the event that virtual and/or physical meetings are deemed appropriate, representatives of Numana members meet with members of the public policy committee. This type of meeting is called a ‘Public Policy Table’.

The current members of the public policy table are:

• Amazon
• Bell
• Groupe Larochelle
• Hospitalis
• Microsoft
• Telus

Representatives of other Numana member organizations can join meetings of their choice between members of the public policy table as well as with members of the ministerial cabinet and elected officials.

There are many and varied ways of deciding, depending on the means deemed most appropriate to a situation, the issue of the moment or for the sake of efficiency:

• Survey of Numana members as well as organizations consuming or providing ICT;
• Meetings between members of the Public Policy Committee;
• Meetings between committee members and Public Policy Tablemembers;
• Sharing of information and documents relevant to the work of the committee and the Public Policy Table;
• Sharing networks of professional contacts;
• Submitting letters to the Cybersecurity and Digital issues Ministry, to the Economy and Innovation Quebec Ministryor to any other department or para governmental organization concerned;
• Publishing of briefs containing enabling recommendations : Livre blanc des technologies du Québec, published in 2019;
• Private meetings bringing together members of the committee and the table with members of a ministerial cabinet, including the minister himself;
• Organization of public debate sessions where candidates in a provincial election answer questions asked by a government public relations professional appointed by Numana. Such a public debate will take place before the provincial elections of October 3, 2022.

The members of the committee and members of the public policy table are supported in their consultation and documentary research work by a student with a master’s or doctoral level in political science, government relations or public relations, mandated and supervised by the management of Numana.
